Key Numbers

New York’s State Gaming Commission publishes a detailed monthly record of mobile sports wagering, compiled from data supplied by the sportsbooks. This page reproduces its statewide figures for the fiscal year that ran from April 2025 to March 2026 and compares them with earlier years and with the first five months of the current fiscal year.

Players wagered $26,158,369,010 through mobile sportsbooks in fiscal year 2025/26, and the sportsbooks kept $2,598,374,856 in gross gaming revenue. Net revenue to education, the tax line in the report, was $1,325,136,138. Dividing revenue by handle gives a calculated hold of 9.93%, almost one percentage point above the 8.95% of the year before.

The most recent five months available, April to August 2026, show a different shape: $10,160,863,046 in handle, up 7.4% on the same months of 2025, but revenue down 3.5% because of a much lower hold in June 2026. All figures are in U.S. dollars and use the Commission’s own definitions, explained next.

How New York Reports Mobile Sports Wagering

The report uses five columns. Handle is the total amount wagered through mobile sportsbooks in the month. GGR, gross gaming revenue, is the sportsbooks’ win. The Commission notes that revenue is reported on a cash basis: wagers on future events are taxed as current revenue, and payouts on winning wagers are recognized in the period they are redeemed.

The third and fifth columns split GGR. Net revenue to platform provider is the portion the report assigns to the platform provider, and net revenue to education is the state’s share, adjusted for prior period items and fines and penalties shown in a separate column. In every month of fiscal year 2025/26, net revenue to education works out to about 51% of GGR by calculation; the report itself does not print a rate. The report adds that part of the education revenue is directed to problem gambling education and treatment and to a youth sports grant program.

The fiscal year runs from April to March, so it straddles two calendar years and includes the autumn football season in the middle of the period. The hold used here is not reported by the Commission; it is calculated as GGR divided by handle, and because of the cash-basis rule it is an approximation rather than a precise win rate for the wagers placed in that month.

Monthly Data for Fiscal Year 2025/26

The table lists each month’s handle, GGR and net revenue to education as published, with the calculated hold added. The monthly rows sum to the published totals within $1, a difference that comes from rounding in the source.

Total $26,158,369,010 $2,598,374,856 9.93% $1,325,136,138

The largest handle came in October 2025 at $2,642,692,499, and the largest monthly revenue in November 2025 at $280,556,234. July 2025 was the weakest month on both measures, with handle of $1,401,341,092 and GGR of $155,560,835. Average monthly handle across the year was about $2.18 billion.

Seasonality and Hold by Month

Handle follows the sports calendar. The six months from October 2025 to March 2026 carried $14,410,323,983 in handle, or 55.1% of the year, against $11,748,045,028 for April to September. The summer trough in July reflects the gap between the end of the spring seasons and the start of football.

Hold moves much more than handle. The calculated monthly hold ranged from 8.47% in September 2025 to 12.52% in June 2025, a spread of more than four percentage points, and the simple average of the twelve monthly holds was about 10.0%. The monthly average is not the same as the year’s hold of 9.93%, which is total GGR divided by total handle and so gives more weight to larger months.

Hold % = GGR ÷ handle × 100

where: GGR is mobile sports wagering gross gaming revenue for the period and handle is the amount wagered in the same period. For the full year, $2,598,374,856 ÷ $26,158,369,010 gives 9.93%. Because of the cash-basis reporting, a high-handle month with futures wagers can understate or overstate the true win rate, so single-month holds should be read as indicators only.

Comparison With Prior Fiscal Years

Table 2 sets the last three completed fiscal years side by side. The figures for 2023/24 and 2024/25 come from the same Commission report.

Table 2. Mobile sports wagering by fiscal year (April to March; U.S. dollars)
Fiscal year Handle GGR Hold (calculated) Net revenue to education
2023/24 $19,888,585,825 $1,779,250,150 8.95% $906,343,180
2024/25 $23,942,838,787 $2,143,081,469 8.95% $1,116,207,067
2025/26 $26,158,369,010 $2,598,374,856 9.93% $1,325,136,138

Handle grew 20.4% from 2023/24 to 2024/25 and 9.3% from 2024/25 to 2025/26. GGR grew 20.4% and then 21.2%, so growth in revenue outpaced growth in handle in the latest year because the hold rose. Net revenue to education rose 23.2% and then 18.7%, but its comparison is affected by a one-time item: the 2024/25 figure includes $23,235,518 of prior period adjustments and fines and penalties, of which $23,028,774 was booked in January 2025. Excluding adjustments, education revenue was 51.0% of GGR in both years and grew 21.2% in 2025/26.

The first five months of fiscal year 2026/27 are compared with the same months a year earlier in Table 3. The 2026 months total $10,160,863,046 in handle, with June 2026 alone producing handle of $2,253,568,545 but GGR of only $116,764,161, a calculated hold of 5.18% against 12.52% in June 2025.

Table 3. April to August of 2025 and 2026 (U.S. dollars; the 2025 figures are the sum of the five monthly rows in the FY2025/26 report)
Measure Apr–Aug 2025 Apr–Aug 2026 Change
Handle $9,460,282,762 $10,160,863,046 +7.4%
GGR $981,893,743 $947,895,638 −3.5%
Net revenue to education $500,758,745 $483,466,725 −3.5%

Methodology & Limitations

Dataset: New York State Gaming Commission, Monthly Mobile Sports Wagering Report (statewide), covering fiscal years 2022/2023 through 2026/2027 to date, accessed October 2026. All handle, GGR, net revenue and adjustment figures are copied from it. The five months of fiscal year 2026/27 (April to August 2026) are as published and may be revised.

Calculations: hold is GGR divided by handle. Percent change is (current − prior) ÷ prior × 100. The April to August 2025 comparison figures are the sum of the five monthly rows in the fiscal year 2025/26 table. Percentage-point differences are subtractions of two percentages. The 51% share is calculated as net revenue to education divided by GGR for each month; it is a calculation, not a figure stated by the Commission. The 2024/25 education comparison removes the reported prior period adjustments and fines and penalties column.

Limitations: figures cover mobile sports wagering only, as the report is titled, and no retail figures are included. Cash-basis reporting means hold for a single month is only an approximation. The report lists the monthly figures by total and does not show handle by sport, bet type or operator, so no such breakdown is given. Fiscal years run April to March and are not comparable to calendar-year totals.
