Key Numbers: Illinois Casinos in 2025

Illinois casinos won $1,943,722,562 from players in calendar year 2025, measured as adjusted gross receipts (AGR), according to the Illinois Gaming Board (IGB) 2025 Annual Report. That is 15.1% more than the $1,689,206,497 reported for 2024.

The number of venues also grew. The IGB reports that two casinos opened in 2025 — Fairmount Park Casino & Racing in Collinsville, the state’s first racino, in April, and a new land-based Hollywood Casino Joliet in August, replacing a riverboat — bringing the total to 17 casinos. Together they recorded 15,560,865 admissions.

This article compiles the IGB’s 2025 casino figures by casino, by game type and by tax recipient, and compares them with 2024. Casino names appear exactly as the IGB lists them, for reference only. Video gaming terminals outside casinos and sports wagering are reported separately by the IGB and are not included here. Data as of November 2026.

What the Illinois Gaming Board Reports

For each casino, the IGB’s annual report lists square footage, admissions, operating days, table game AGR, electronic gaming device (EGD) AGR, total AGR and the state and local shares of taxes. The terms used in this article:

  • Adjusted gross receipts (AGR) — what the casino won from players, under Illinois’ definition. It is the base for the wagering tax and is not profit.
  • Electronic gaming devices (EGDs) — slot machines and other electronic games. Table games are reported separately.
  • Admissions — the number of patron entries counted for the admissions tax. One person can be counted several times.
  • State and local shares — the IGB splits casino tax revenue between the state and host local governments, each combining admissions tax and wagering tax.

The IGB also publishes “gross receipts per admission” for each casino. For example, it lists $87.51 for Argosy Casino Alton and $93.17 for Bally’s Chicago — the same values obtained by dividing each casino’s AGR by its admissions. WagerFacts applies that calculation to every casino and to the statewide totals below.

Fairmount Park reported no table game AGR and operated 260 days in 2025; Hollywood Casino Joliet operated 354 days and Harrah’s Metropolis 355. Table game AGR rows sum to $2 more than the IGB total because of rounding.

Concentration is high. The top three casinos — Rivers, Wind Creek and Hard Rock Rockford — accounted for 43.6% of statewide AGR. AGR per admission ranged from $66.90 at Fairmount Park to $170.35 at Harrah’s Joliet, with Rivers close behind at $169.12.

Slots vs. Table Games and Revenue by Game

Electronic gaming devices are the core of Illinois casino revenue. EGDs produced $1,485,890,363, or 76.4% of AGR, in 2025; table games produced $457,832,199, or 23.6%.

Share (%) = segment AGR ÷ total AGR × 100

where:
segment AGR = table game AGR or EGD AGR for the year
total AGR = statewide casino AGR for the same year

The table-game share differs widely by casino: 39.5% at Bally’s Chicago and 36.4% at Rivers, but 5.1% at Bally’s Quad Cities and 7.1% at Argosy Alton. The IGB’s separate “Game Receipts” table breaks table play down by game. Its total, $487,394,398, is higher than table game AGR because it is a different measure, so the table below uses shares within that table only.

Grouped together, the two blackjack lines made up 29.0% of table game receipts and the two baccarat lines 23.0%. On the EGD side, the same Game Receipts table shows 1-cent denomination machines at 61.3% of EGD receipts.

2025 vs. 2024: Revenue, Visits and Taxes

Every top-line metric grew. Total AGR rose 15.1%, EGD AGR 16.3% and table game AGR 11.1%. Admissions grew faster still, 19.5%, from 13,017,203 to 15,560,865, so statewide AGR per admission fell from $129.77 to $124.91, a decline of 3.7%.

EGD AGR $1,485,890,363 $1,277,204,154 +16.3%
Table game AGR $457,832,199 $412,002,343 +11.1%

Local share of taxes $121,047,691 $105,958,256 +14.2%

Combined state and local shares were $529.2 million, equal to 27.2% of AGR in 2025 against 26.7% in 2024. Part of the growth reflects new capacity: Wind Creek Chicago Southland’s local tax share went from $1,348,174 in 2024 to $12,013,784 in 2025, a sign of a partial first year, and Fairmount Park had no 2024 figures.

Methodology & Limitations

Datasets. Illinois Gaming Board, 2025 Annual Report (calendar year 2025: casino summary, distributions to local governments and Game Receipts tables) and 2024 Annual Report (calendar year 2024 casino totals). Accessed November 2026.

Calculations. Percent change = (2025 − 2024) ÷ 2024 × 100. Shares = segment AGR ÷ total AGR × 100. AGR per admission = AGR ÷ admissions, matching the IGB’s own “gross receipts per admission” where published. Tax ratio = (state share + local share) ÷ total AGR × 100. Game shares = game receipts ÷ total table game receipts in the Game Receipts table. Top-three share = sum of the three largest casinos’ AGR ÷ statewide AGR.

Limitations. Game Receipts totals ($487.4 million for tables, $1.72 billion for EGDs) differ from AGR totals, and the fetched report does not explain the difference, so the two measures are never mixed in one calculation. Admissions count entries, not unique visitors. Year-over-year growth includes casinos that opened or relocated, so it is not same-store growth. Tax shares exclude the separate Cook County distributions. Calendar-year figures differ from COGFA’s fiscal-year figures.
